Constructionline becomes gateway to £4bn framework

The UK’s largest register of pre-qualified contractors – Constructionline – will be used as part of the evaluation process for vetting Principal Supply Chain Partners (PSCPs) competing for a place on the Department of Health’s (DoH) ProCure21 + framework. An OJEU notice for the new framework - which will eventually replace the current ProcCure21 framework from September 2010 – was published in June 2009.

All organisations submitting an expression of interest for the six-year Health Capital Investment Framework have been asked to provide Constructionline registration details as part of the process of submitting an Expression of Interest in response to the OJEU Notice. Where consortia, joint ventures or others structures are formed as a result of collaboration all member organisations are required to submit their Constructionline registration details.

The DoH will use the information on Constructionline - which is endorsed by the Department of Business, Innovation and Skills (BIS) to assist them with the Pre-Qualification Questionnaire (PQQ) evaluation process. In addition to the information contained on Constructioline all potential PSCPs will be required to complete and return a Pre Qualification Questionnaire which will be made available for them to complete via the BRAVO Solutions eTendering portal. This PQQ will require the provision of information by PSCPs and their Supply Chains that is specific to ProCure21+. At the same time a copy of the Memorandum of Information and the ProCure21+ High Level Requirement s will be made available via the BRAVO Solutions eTendering portal.

Eight PSCPs with their integrated supply chains are on the existing DoH P21 National Framework and scores of applications are expected for ProCure21 + as public sector funded work continues to provide a shelter from the recession for many firms – a factor that has contributed to an upsurge in new registrations with Constructionline.

Constructionline says there has been a 60 per cent growth in new registrations by contractors during the first three months of 2009, the highest number ever recorded in its 11-year history. During the same period 70 new buyers also adopted the scheme, taking the total number past 2,000.
